Professional Experience Summary:

André R. Hutchinson has a wealth of professional experience as a private protection security company offering armed and unarmed security guard services spanning over several decades.  


During June 2009 – June 2010  André worked directly for the US Department of State Diplomatic Security Service (DSS) Los Angeles Field Office. He was named the Director of Diplomatic Security/Special Operations Branch as a contractor for the Turkish Diplomatic.  


André was responsible for the management of site supervision and a 28-member team of retired and active duty LAPD, SWAT as well as other jurisdiction law enforcement members, on a Department of State (24/7 365) Diplomatic Executive Protection Detail to the Turkish Consulate General in Los Angeles CA. He was responsible for coordinating with local law enforcement and other government agencies for social events, protest events and travel within the state of California, to ensure the safety of the Consulate General (CG) and Vice CG. Additionally, he would oversee the planning of all Motorcade Movements, Special Operations, and Contingency Emergency Planning (CEP) for evacuations out of a hostile area during aggression/threatening conditions and terrorist acts against the principal.


From May 2007 to June 2009 André served as the Facility Access Control Project Manager and the Diplomatic Protection Contract Manager for Sayres and Associates Corporation in Washington, DC where he was responsible for managing a team of access control specialists accountable for the entry points of a Department of Homeland Security highly secured facility. Under André leadership, his team maintained the safety and security of the facility and personnel within by conducting random inspections of baggage and personal property before entering and leaving a Sensitive Compartmented Information Facility (SCIF) and provided immediate response to various security inquiries and situations as well as first responder support to all medical emergency situations during the duty day.


As a highly decorated retired military/drill instructor. André has an extensive background in management and training to include twenty-seven years in managerial and supervisory positions and twenty-six years specifically in the private security sector. André has served in positions such as Captain, Assistant Program Manager, Contract Manager and Director at the Pentagon, National Reconnaissance Organization (NRO), Department of Homeland Security, NASA, The Defense Information Systems Agency, US Department of State and more.  He has successfully developed policies, procedures, and other correspondence necessary to support agency officials in planning, coordinating, evaluating, and administer security programs and operations, quality assurance & quality control programmatic solutions, and physical security/force protection. André has consistently obtained high productivity and maintained a high state of morale and professionalism from military personnel and civilian employees with positive, ethical and respectful leadership.
